Fourteen years elapsed since the 20 January 1990 that as a tragedy of Bloody January entered down the history of the Azerbaijani people.

On that day, as a result of terror act implemented by the soviet regime to suppress the national conscience of the people of Azerbaijan who raised and battled for restoration of justice in the Republic, one of the cruelest crimes against the humanity took place. Hundreds of innocent people were killed and massacred. On 20 January 1990, sons of Azerbaijan who suffered hard ordeals through history wrote bright pages in the glorious history of Azerbaijani people.

Paying tribute to the courageous sons of Motherland, the people of Azerbaijan every year commemorate their memory on 20 January.

For respect of memory of the citizens who fell for freedom, independence and territorial integrity of Azerbaijan and on the occasion of the fourteenth anniversary of the 20 January tragedy, I, hereby, resolve:

1. To organize arrangements dedicated to the fourteenth anniversary of the 20 January tragedy in every city, region and village.

2. Executive Office of the President of Azerbaijan Republic is assigned to provide for preparation and realization of arrangements on the fourteenth anniversary of the 20 January tragedy.

3. The Executive Order comes into force on the day of signing.
